The Office of the Ombudsman has admitted Manuel Bonoan as a state witness to help with the investigation against former House Speaker Martin Romualdez. The case against Romualdez, who was in office during the time under investigation, is anticipated to be strengthened by Bonoan's cooperation. Because of Bonoan's special position and the possibility that his testimony would offer firsthand knowledge of the DPWH's budget process, the Ombudsman decided to accept him as a state witness. Tinanggap si Manuel Bonoan bilang state witness ng Tanggapan ng Ombudsman upang tumulong sa imbestigasyon laban sa dating House Speaker na si Martin Romualdez.
